We conducted a benefit-cost analysis in support of the City of Saint Paul’s application for a 2022 PIDP grant for improvements to its harbor. Increased safety was a primary benefit of the planned improvements and the result of the benefit-cost analysis. This work was an update and expansion on the 2021 BCA prepared for this project. This work took place in 2022.
