This site is a professional resource for port and harbor economics, primarily focused in Alaska. It began as a home for the Harbor Economic Impact Model (HEIM) and two decades of my presentations, white papers, and applied research on harbor planning, rate-setting, economic impact assessment, and study of coastal infrastructure in Alaska and beyond. I have since started to build out the site to provide additional resources and give back to an industry that defined a substantial part of my professional career.
The work here reflects a sampling of my career spent helping communities understand the economic value of their waterfronts, setting rates, and making decisions in the face of uncertainty, competing priorities, and limited resources. Tools and presentations on this site have been used by harbormasters, port administrators, municipal staff, and policymakers across Alaska.
