This site is a professional resource for port and harbor economics, home to the Harbor Economic Impact Model (HEIM) and two decades of my presentations, white papers, and applied research on harbor planning, rate-setting, economic impact assessment, and study of coastal infrastructure in Alaska and beyond.

The work here reflects a sampling of my career spent helping communities understand the economic value of their waterfronts, setting rates, and making decisions in the face of uncertainty, competing priorities, and limited resources. The tools and presentations on this site have been used by harbormasters, port administrators, municipal staff, and policymakers across Alaska.
