I conducted rate studies for the small boat harbor and port facilities in Skagway. The harbor rate study used a life-cycle cost approach, providing a recommended rate increase to be phased in to meet the harbor’s revenue needs. It also compared the current and proposed rates with other harbors in the region. The port study looked at rates charged at several comparison ports, including dockage, wharfage, storage, tendering, passengers, security, water service, and other services. It then looked at the estimated cost per call for two vessel types, a cruise ship and a cargo barge, at each of the ports. The port study provided recommendations for adjustments to the tariff. This work took place in 2025.
