We assisted the Haines Borough to prepare for the negotiation of an agreement with Alaska Marine Lines for its proposed tidelands lease for the construction of a roll-on/roll-off facility that would connect to the Borough’s Lutak Dock. Our recommendations were based on shipping industry interviews and a high-level financial analysis of alternative arrangements. This work took place in 2019.
