We conducted a rate study for the City of Kodiak’s harbor system to identify revenue needs as part of an update to the city’s Waterfront Master Plan. The analysis considered current maintenance and operations spending for existing facilities as well as the timing and capital cost for replacing facilities. This work took place in 2022.
