We updated our life cycle cost analysis of the City of Kodiak’s harbor facilities and then used that information to evaluate the cash flow and debt requirements of three rate structure scenarios, including the baseline, annual inflation adjustments, and a one-time increase plus annual inflation adjustments. This work took place in 2016.
