We worked on a variety of harbor-related analyses to support harbor planning efforts. The primary work products included memoranda on (1) moorage and other harbor fee increases to cover debt service associated with harbor development; (2) debt service for varying loan amounts to support infrastructure updates; (3) a plan for raising harbor moorage fees and other rates to achieve sustainability and the ability of the City to fund the replacement of harbor facilities at the end of their useful life. For this third task, we developed a fund balance-based model for developing moorage and other harbor rate recommendations for King Cove’s harbor expansion project, for which it applied for a Municipal Harbor Facility Grant from the State of Alaska. The goal of the rate recommendations was to develop a plan for the harbor to achieve sustainability from the fiscal perspective, and to demonstrate that sustainability to the state and other funding agencies. The City was successful in receiving grant funds in FY 2009 as a result of following the recommended rate changes. This work took place in 2007–2008.
