We provided fare policy and structure analysis services to determine the most equitable approach to a complex system of fare categories, with consideration of how potential fare changes would impact ridership and revenue levels. The work included development of a comprehensive set of recommendations, presentation to DOT&PF Administration, and facilitation of a public process to outline recommendations and implementation. This work took place in 2013–2015.
