I conducted a rate study for the City of Cordova’s harbor system, including development of three rate scenarios (baseline, annual inflation adjustments, and stepped increases plus annual inflation adjustments) to meet cash flow needs over the next fifty years. The study considered the impact of debt and grant funds on major planned replacements and improvements to inform debt issuance, rate setting, and budgeting activities. This work took place in 2022.
