CDQ Homeporting Study

We conducted a comprehensive study for the City of Seward to evaluate the feasibility of, benefits from, and preliminary funding and financing options for facilities to allow for the homeporting of Community Development Quota (CDQ) fishing vessels in Seward. Currently, vessels travel to the Puget Sound region during the off-season for maintenance work. The study consisted of a feasibility study for the proposed improvements; a benefits analysis for the CDQ fleet, the City of Seward, the Kenai Peninsula Borough, and the State of Alaska; and development of a financing plan for the project. This work took place in 2011–2012.
