The resources below represent more than twenty years of my applied work in port and harbor economics, planning, and policy. They include the Harbor Economic Impact Model and its documentation, conference presentations delivered primarily to the Alaska Association of Harbormasters and Port Administrators (AAHPA), and selected client presentations, through my career at Northern Economics, Inc.
Topics range from economic impact modeling and rate-setting methodology to infrastructure financing, master planning, and Alaska’s broader economic trends as they affect coastal communities. All materials are offered as-is for professional and educational use.
The Harbor Economic Impact Model (HEIM) was developed to help Alaska communities assess the local and regional economic value of their harbor infrastructure. The original 2004 version included a full VBA-driven interface, while the 2016 version strips out the macros for compatibility with modern Excel. Both are provided with the original user manual.
I delivered the following presentations, primarily to annual AAHPA conferences, from 2003 through 2024. They trace the evolution of my harbor economics practice in Alaska from early impact modeling to rate-setting, sustainability, and how communities can navigate cost uncertainty.
