This site is home to the Harbor Economic Impact Model (HEIM) and various port and harbor-related presentations and papers Mike Fisher has authored.

The model was developed by Northern Economics under contract to the Alaska Department of Transportation and Public Facilities to assess the local and regional economic impacts of harbors in Alaska. Using a VBA interface over an Excel workbook, the model used information about the user’s harbor, community, and regional fleet to assess its economic impact. The model is no longer functional as it was originally designed, though a stripped-down version (without the VBA interface) still works. Both versions of the model, along with the original user manual, are available here.
